Parents' Association Constitution


Scoil Mhuire Girls National School Parents' Association (Primary)

1. Name:
The Association shall be called "Scoil Mhuire Girls National School Parents' Association".

2. Aim:
The aim of the Parents' Association is to provide a forum for the parents/guardians of children attending Scoil
Mhuire G.N.S. to work together, in partnership with the Principal, Board of Management and the whole school
community, to help provide the best possible education for children in the school.

3. Objectives:
The objectives of the Association shall be:

a. To provide opportunities for parents and teachers to exchange ideas and information on the education of
children and to discuss problems of mutual interest. The Association is not a forum for complaints against
either teachers or other parents. These will be dealt with in the ordinary way by private discussions between
the Principal, parents and teachers.

b. To raise funds and to utilise the funds as deemed appropriate by the Principal and the Board of
Management. Fundraising for the school by the Parents' Association will be done with the prior agreement of
The Board of Management.

c. To assist in the provision of extra-curricular activities, as requested by the school.

d. The Parents Association may advise the Principal and the Board of Management on any matters relating to
the school in accordance with the Education Act 1998, 26- (2)(a).

4. Membership:

a. Association Membership:
All parents/guardians of children attending Scoil Mhuire G.N.S. will be deemed to be members of the Parents'

b. Committee Membership:
The members of the Parents' Association will elect a Committee with a maximum of 4% of the student
Ideally, there shall be representation from each year group. Parent representatives elected to the Board
of Management are automatically members of the Committee, but will not hold an officer position on the

5. Management:

a. The Committee will have responsibility for representing the parents of Scoil Mhuire G.N.S and managing the
activities of the Parents' Association in an efficient and effective way.

b. A general meeting of members shall be held each year (AGM). At least ten days written notification of this
meeting will be sent to all parents / guardians of children in the school. At the AGM the Chairperson will invite
any interested members to form the Committee. Each Committee member will be elected for one year but
can be re-elected as long as they remain eligible.

c. At the first Committee meeting following the AGM, an executive Committee will be elected to the following
positions: Chairperson, Secretary, Treasurer, Vice Chairperson, Assistant Secretary and Assistant Treasurer.
These six will then be referred to as the Executive Committee. No executive Committee member shall hold
the same officer position for more than 2 consecutive years, unless agreed at the AGM.

d. An Extraordinary General Meeting (EGM), may be called on presentation of a demand signed by 24 or more
other members. 14 days notice shall be given to members to advise of an EGM.

e. In the event of a vacancy arising during the year, the Committee will have the power to co-opt additional
members to the Committee.

f. The Committee shall meet at least ten times in any one year.

g. A quorum shall consist of 33% + 1 of the elected Committee for Committee Meetings.

h. If any elected Committee Member should miss two consecutive meetings without due notice to the
Executive Committee, that person will be deemed to have resigned.

6. Finance:

a. Members shall pay an annual subscription to the Association. The amount to be paid shall be determined by
the Committee, subject to the approval of members at the AGM/EGM.

b. The accounts will be independently audited and prepared annually for presentation to the Annual General
Meeting. A copy shall be forwarded to the Board of Management.

c. In the event of the Association's dissolution, power of attorney shall pass to the Board of Management with
the provision that resources be disposed of at the discretion of the School Principal.

7. Amendments to the Constitution

Changes to the constitution can be made at the AGM or, if for an urgent reason, an EGM can be called for that
specific purpose.

Proposals to change the constitution must be submitted in writing to the Parent Association Committee. The
Parent Association Committee will then circulate these proposals to all parents before the AGM/EGM. All parents
of children in the school at the meeting are eligible to vote on the proposals. The constitution should be reviewed
on a regular basis, in order to maintain relevancy with current best practise.

This constitution comes into effect on 1st November, 2012 and supersedes all previous constitutions.
